At least five large black bags containing bundles of cash valued at $155 000 were reportedly seized at a Nigerian airport last week.

Nigeria"s anti-graft agency, the Economic and Financial Crimes Commission (EFCC) said on its website that the cash, in the local naira currency, was still sealed when it was discovered near the check-in points at the Kaduna airport.

The anti-graft unit said that the bags were found during a regular screening, and the five bags were "unattended and without tags containing fresh bulk items suspected to be money".

The EFCC said that investigations were at an advanced stage, but the owner of the cash had not yet been identified.

"Operatives [of the EFCC] intercepted a sum of 49 million naira in five large black 150kg... sacks following a tip off.

"Upon examination, the bags were found to contain fresh crispy naira notes of N200 denomination in 20 bundles totalling forty million naira and N50 denomination in 180 bundles totaling nine million naira with seal purportedly emanating from the Nigeria Security and Minting Plc (NSPM) as seen in the labeled sealed packs," said EFCC.

This came just a month after the former head of Nigeria"s state-run oil company was investigated after almost $10m in cash was found at a property he owned.

Emerging report, have revealed that the same scenario that led to the heating up of Nigeria’s political space, in the build-up to the 2011 and 2015 general elections, are beginning to manifest, as the country advances towards the next polls, in 2019.

Among the factors responsible for this, is the alleged position of some Northern political elements, that Vice President, Yemi Osinbajo, a Yoruba man from the South-West, would be rejected from assuming the office of the President, should his boss quit office on account of his ill health.

Expressing his fear ahead of the 2019 elections, a former Governor of Old Kaduna State, Balarabe Musa, said: “Beyond what we witnessed in 2011 and 2015, the present negative state of the country, is a serious issue that must be addressed before the election. It is good that the Independent National Electoral Commission, INEC, has released the timetable about two years to the election. But that will not take away the fact that there could be violence, if the state of the economy is not properly addressed.”

Musa, who said a hungry man is an angry man, and an idle mind is the devil’s workshop, added: “If we take stock of the rate of hunger due to the high cost of living ravaging Nigeria at present, the galloping rate of unemployment, plus the fact that salaries are not paid on time, and pensioners are not getting their pay, pose serious threat to elections.”

He suggested, that Politicians should do something about the situation, “otherwise the unexpected may happen, if we continue like this till 2019.”

Musa contended that the poverty level in Nigeria currently, would create the opportunity for the few rich in the system to dictate how the elections will go saying: “My argument is that if we continue like this, Nigeria will not get free and fair elections in 2019.”

He said there are indices and signs that the economy is not doing well, a situation, which he claimed promotes violence and rigging, before and during the elections.

The National Chairman of Unity Party of Nigeria, UPN, Dr. Fredrick Fasehun, added that political actors should desist from making unguarded statements concerning the country stating that: “They must do nothing to plunge Nigeria into fresh political crisis.”

According to him: “Virtually all the political parties suffer one crisis or another; therefore, no Politician or political party, can claim a holier-than-thou attitude. We urge all Politicians to desist from actions and pronouncements that will make Nigerians suffer from the management of their crisis.”

He said that political leaders, especially Nigeria’s past leaders, should play the role of statesmen and fathers of the nation, and refrain from meddling in the internal affairs of other parties undergoing democratic re-engineering.

The UPN Chairman, said it is imperative of the security agencies to ensure the safety of Osinbajo, cautioning that on no account should any adverse thing happen to him; particularly against the backdrop of insinuations that some cabals within the Presidency, are already putting pressure on him to resign.

Our investigators discovered that Nigerian Customs officers in Lagos had on January 11, 2017 intercepted and impounded a Range Rover SUV which carried documents that claimed its  chassis number was “SALGV3TF3EA190243.” Customs sources told our correspondent that the value of the car was N298 million, which meant that customs duty of N74 million should have been paid on the car.

At the interception of the car, its driver claimed that the vehicle belonged to the Senate President and presented a letter from the National Assembly liaison office in Lagos, indicating that the driver of the luxury vehicle was authorized to drive the Senate President’s official Range Rover bulletproof car.

Our sources disclosed that when asked to show evidence of duty payment and an end-user certificate from the office of the National Security Adviser—a document required for bulletproof vehicles—the driver presented documents that were found to be fake. The reportedly fake documents provided by the driver indicated that a measly customs duty of N8 million was paid on the car. Customs officials said that, apart from the fact the customs duty was extremely low, they also determined that the presented document itself was fake. They consequently seized the vehicle.

Later the same day, January 17, 2017, the Senate sent a letter signed by one Architect O.A. Ojo acting as the Secretary of Procurement, Estate and Works of the national Assembly, requesting the release of the vehicle, which he claimed belonged to the convoy of the Senate President. In its response, the Nigerian Customs sent a letter signed by its  Othman, A.S. Comptroller, Import and Export, the letter dated January 24 2017, again requested for the end user certificate as well as evidence of proper clearance before the vehicle could be released. Neither Mr. Saraki nor the National Assembly provided the required documents.

Investigations by SaharaReporters showed that the documents used by Mr. Saraki and the National Assembly to clear the car impounded by the Nigerian Customs did not belong to the vehicle. In addition, Senator Saraki and the National Assembly apparently undervalued the car by more than 50% to enable them to avoid paying proper customs duty. When our investigators checked on the website of Range Rover, they discovered that the vehicle whose paperwork was being used to drive the impounded car from Lagos to Abuja was a grey-colored car manufactured in the UK in 2014. The price tag on that car was $142,000, but the importer gave the value as $64,516. The exchange rate at the time of car importation was N155 to $1.

Shortly after the seizure of the car, the Nigerian Senate mounted a vigorous attack on the Nigerian Customs Service, demanding that the agency stops any further efforts to confiscate vehicles found to have evaded payment of duties. The senators also summoned the Comptroller-General of Customs, Hameed Ali, to appear before the Senate. In the letter of invitation, the senators specified that Mr. Ali, a retired Army Colonel, must wear the official Customs uniform when he appeared before them. Customs sources told SaharaReporters that the shady practice of importing vehicles meant for personal use with fake documents was widespread among Nigerian public officials, especially senators. The sources suggested that the attempt by Mr. Ali to check the practice had provoked the ferocious attacks against the Customs Service and its leadership. “Some highly placed Nigerians have for many years been evading the payment of proper duties on their imported luxury cars. They want to continue to get away with their habit which denies Nigerians a lot of revenues,” a senior official of the Customs Service claimed.

The Senate has forced Mr. Ali and the Nigerian Customs to suspend the policy of checking automobiles to ensure compliance with appropriate levels of duty. The senators’ stance has been popular with Nigerians who view the Customs as a pest on businessmen and women. However, our investigative findings also expose the fact that the attacks on the Customs have been inspired, and often led, by high profile Nigerians implicated in the use of fake customs papers to import cars and other luxury items into the country. The Minister of Interior, Abdulrahman Dambazau, will on Monday officially launch Nigeria’s new Immigration Regulations, 2017 to ensure better security and Immigration in the country.

Sunday James, the spokesperson for the Nigeria Immigration Service (NIS), disclosed this in an interview with the News Agency of Nigeria (NAN) on Saturday in Abuja.

He said the Immigration Regulations, 2017 is a vital document that seeks to operationalise the Immigration Act, 2015. ‎ “The honourable Minister of Interior, Lt.-Gen. Abdulrahman Dambazau, (retired) will officially present the Immigration Regulations 2017 to the public on Monday, March, 20, 2017.

“The Immigration Regulations 2017 is a vital document that operationalises the Immigration Act 2015 and provides the legal framework for the effective implementation of the Act,” he said.

He further said the new immigration regulation is a product of robust discourse that involved legal and migratory experts, including serving and retired immigration officers.

Mr. James expressed optimism that the document, if properly implemented, would go a long way in transforming the operations of NIS in line with international best practices. ‎ NAN reports that the Immigration Act, 2015 contains updated structure and functions of NIS in relation to immigration, passports, deportation, visas, resident permits and general immigration offences.

The Act also gives effect in the Federal Republic of Nigeria to the provisions of the protocol against the smuggling of migrants by land, sea, air which supplements the UN Convention Against Transitional Organised Crime. ‎ The Act was enacted by the National Assembly in May, 2015 to the Immigration Act, 2004. Boko Haram Leader, Abubakar Shekau, has reportedly reappeared in a new video saying his sect will take over the whole of Africa.

He claimed responsibility over the recent bombings in Northeast after President Muhammadu Buhari returned from medical leave abroad.

The last attack in Maiduguri on Wednesday saw four suicide bombers and two other persons killed.

Shekau also denied reports that most of his members have been killed. Shekau released a 27-minute video in which he spoke for about 20 minutes in Hausa and Kanuri, criticising the countries in the Lake Chad area fighting the group under the Multinational Joint Task Force.

The Boko Haram leader  reportedly described as a lie the claim by Cameroon which reportedly announced on Wednesday that its soldiers killed about 60 Boko Haram fighters and arrested scores of others, while freeing about 5000 hostages.

He insisted that his so-called caliphate was ‘running smoothly’.

Teenager Ben Woodburn has received a first call up to Wales" squad for their World Cup qualifier against the Republic of Ireland on 24 March.

The 17-year-old has made seven appearances for Liverpool this season and become their youngest scorer.

The Nottingham-born forward qualifies for Wales through his maternal grandfather and has already played at under-16, under-18 and under-19 level.

Gareth Bale and Aaron Ramsey are also included after returning from injury.

Manager Chris Coleman"s side are third in Group D, four points behind Martin O"Neill"s Republic of Ireland, who are top.

Forward Bale, 27, has featured in five games for Real after recovering from ankle injury which kept him out of action for three months.

Midfielder Ramsey was sidelined for a month by a calf injury but has played in Arsenal"s last two matches.

The only other uncapped player in Coleman"s squad is MK Dons defender Joe Walsh, although uncapped Barnsley winger Marley Watkins is named on a stand-by list as Wales have a couple of minor injury concerns.

"Everyone got excited about Ben when he burst into the Liverpool side and said "we should be looking at Ben Woodburn", but we"ve been excited about him since he was 13 years old," Coleman said.

"He"s been in our system for five years, so we know all about him; he"s done well this season. We are looking forward to having him on board."

Coleman rejected suggestions England were a factor in the decision to pick Woodburn.

"Absolutely not, that is not the case," he said. "If we want to put him on for tactical reasons, it would be for that, but not because we are worried about anyone else looking at him.

"He has been part of the Welsh set-up since he was a young boy. There will be no knee-jerk reaction to cap him.

"If Ben wanted to go and play for England, there is absolutely nothing we can do about it.

"None of our players belong to us. They aren"t contracted to us. But he"s earned this call-up.

"If I thought it was too early I wouldn"t call him up because this game is massive for us.

Romelu Lukaku must respect his Everton contract despite rejecting a lucrative new deal, says manager Ronald Koeman.

The 23-year-old striker announced on Tuesday that he will not sign a new five-year contract thought to be worth around £140,000 a week.

The Belgian also questioned whether Everton shared his ambition to play Champions League football.

"Everyone knows what can happen in football but you need to respect your contract," said Koeman.

"Of course I am not happy about that interview. If Everton is not a club with a lot of ambition I would not be manager.

"He has no problem. He is training how he needs to train, his behaviour - except some quotes in this interview - is what I like from the player and there is no reason to put him out of the team.

"The team needs Rom, and Rom needs the team to score goals.

"But I am not so afraid about his situation because the player has more than two years on his contract."

Lukaku, who is the Premier League"s joint-top scorer with 19 goals this season, has been linked with a return to former club Chelsea, from whom he joined Everton for £28m in 2014.

He spoke to the media on Wednesday at a club-organised community event and also voiced his concerns over Everton"s pursuit of several transfer targets.

"There were some players that we could have got, that I knew the club could have got, and they didn"t get," said the Belgium international.

“I therefore make bold to say that I stand by Apostle Suleiman. I also call on all those who believe in me to do likewise and carry the message abroad. To me, this plot against Apostle Suleiman is madness carried too far.

Miss Stephanie Otobo had alleged that Suleman had an affair with her and tried to kill her when she got pregnant for him. According to Fayose, the allegations are aimed at discrediting the man of God, and quietening every voice of opposition in the country. “This, no doubt, is a continuation of the desperate but despicable and condemnable attempts to destroy opposition and the voices of reason in this country so as to subjugate every decent Nigerian and turn the country into a banana republic.

The Senate on Thursday, walked out the Comptroller-General of the Nigeria Customs Service‎, Hameed Ali, from the Red Chamber, over his failure to wear his uniform.

The Customs CG, had appeared before the Senate in a white caftan, ‎to address the Lawmakers on the Customs’ decision to introduce vehicles duty on cars already in use.

The Deputy Senate President, Ike Ekweremadu, threw the first punch at Ali, when he asked him why he refused to wear his uniform as demanded by the Senate.

The Customs CG in response, disclosed that there is no place in the law that mandated him to wear the uniform while performing his duty as the Customs CG, and also there was nowhere in the letter inviting him, that said he should wear any uniform while coming to the Senate.

However, many Senators who spoke on the floor, said that the Customs CG can only address the Senate if he puts on his formal uniform of the Customs.

The motion to send the Customs CG away, was moved by Senator Gorge Sekibo.

It was then seconded by Senator Barnabas Gemade.

They said Ali must come next week Wednesday, in his uniform, for the conversation on the issue of duty on old vehicles.

A security source in Maiduguri says Boko Haram terrorists have killed a Nigerian army Lieutenant in an attack in Magumeri town in Magumeri Local Government Area of Borno State on Wednesday evening.

The source said the militants ambushed Lieutenant Akinwale Christopher Oguntoye and his colleagues on their way to Gubio from a shooting range competition in Monguno. The officers were pinned down by terrorists in Magumeri where they razed down houses, including a police station in the town. Lt. Akinwale was a member of the 60 Regular Course cadets of the Nigerian Defence Academy and was briefly an  Aide De Camp to a former President of Guinea-Bissau

The militants rode into the area in 10 utility vehicles, shooting and attacking military formations. A press release from the Nigerian police stated that a police Sergeant Haliru Aliyu was also killed in the attack while another sustained leg injury from gunshots.

A new video released by the Nigerian Islamic terrorist group Boko Haram showed the violent execution of three militant spies recruited by Nigeria’s government. The seven-minute video featured graphic footage of one of the men getting beheaded. The other two were killed with AK-47 rifles, Premium Times reported.

Before showing the killings, the video flashed between images of former President Barack Obama, President Donald Trump and Nigerian President Muhammad Buhari along with other world figures including Islamic priests and government officials. Armed Boko Haram militants stood behind the three men and reportedly boasted about Nigerian officials unable to infiltrate the group. The video, in Hausa and Arabic, also threatened Buhari for sending the spies, according to Premium Times.

"Oh! You, Buhari, you should know that these boys are your servants working for you whom you sent but Allah has exposed them," the terrorists said in the footage.

It was unclear when the video was shot, but an Islamic song can be heard playing in the background while jets fly overhead. The video release came days after a government rescue mission to save 211 Boko Haram hostages in the northeastern part of Borno, Nigerian officials said Sunday.

The Nigerian government promised in December to increase its" efforts to infiltrate Boko Haram by dismantling the group"s most prominent training camp in the Sambsia Forest, where the largest faction of Nigerian terrorists in the country were located.

The House of Representatives on Tuesday Called on the Federal Government to urgently constitute a presidential task force to disarm all herdsmen in Buruku Federal Constituency, other parts of Benue State and throughout the Federal republic of Nigeria.

This was contained in a motion jointly sponsored by the Benue State caucus in the House of Representatives.

Speaking on behalf of the lawmakers, the Chairman, Rules and Business, Orker Jev (APC), lamented that communities in Buruku local government area of Benue State, especially Binev Council ward, was invaded by “armed and strange herdsmen”.

“The herdsmen destroyed farms, plundered yam barns and looted houses deserted by innocent and armless villagers,” Mr. Orker said.

Mr. Orker said the marauding herdsmen started indiscriminate attacks and killings on Saturday around the communities of BerAwuna, Dogo, Ortese – Mbashian, Tse Igyu, Tse Gebe, Anbighir, Tse Iwa, Gbaikyo, Agudu, Nyorum,Shonto and Abuku in three major kindred of Mbade, Mbagoho, Mbashian, Mbaboor and Wuav of Benue State.

He further stated that the violent attacks continued unabated without any intervention from any security agency throughout that Saturday, and said 20 people were killed by the armed herdsmen, out of which 10 bodies have so far been recovered and deposited at the local government.

“We are worried that these strange herdsmen are heavily armed with sophisticated weapons, seem to be operating or supported by a killer squad of mercenaries that arrived the communities on Friday night on motorcycles and unleashed the mayhem the following day,” Mr Orker added.

The Binev Council ward lies on the Bank of River Katsina – Ala in Buruku local government area with mass water bodies and large portions of fadama lands suitable for rice farming and aquatic life.

Most residents of Buruku are farmers and fishermen.

The lawmakers urged the National Emergency management Agency (NEMA) to send food and relief materials to the affected communities.

The lawmakers also resolved to summon all heads of security agencies to brief the house on their efforts so far to curb the excesses of the herdsmen.

The deputy speaker, Yusuf Lasun, who presided, mandated the Committees on Special Duties and Police Affairs to ensure the implementation of the resolution.

Former Minister of Aviation,  Fani-Kayode, has alleged that those who allegedly bombed Prophet T.B. Joshua’s church, The Synagogue Church of All Nation, SCOAN, in 2014 were behind the sexual scandal against the Senior Pastor of Omega Fire Ministries, Apostle Johnson Suleman.

Recall that one Ms Otobo had recently accused the Edo-born fiery preacher of impregnating and abandoning her.

Following her initial allegation against the preacher, the Canada based singer has continued to release more details about her alleged romance with Suleman.

In a statement on his Facebook wall, the former Peoples Democratic Party, PDP, Presidential campaign spokesperson, claimed that the “fifth columnist” in the Nigerian intelligence community were behind the scandal.

The PDP Chieftain also alleged that the forces worked to remove ex-President Goodluck Jonathan from office.

Fani-Kayode alleged that the same forces were behind the helicopter explosion that killed former National Security Adviser, General Andrew Azazi and former Kaduna Governor, Patrick Yakowa in 2012.

He wrote: “There are strong speculations that Prophet TB Joshua’s Church was brought down by a remote control device and not a faulty foundation,” the outspoken leader wrote.

“General Azazi and Gov. Yakowa’s helicopter was brought down by a similar device and by the same people and not by pilot error.

“I intend to write more on both of these terrible events later and I have almost completed my research.

“For now, I will say this much: it appears that those behind both events were fifth columnists in President Goodluck Jonathan’s intelligence agencies and they were inspired, sponsored and encouraged by certain forces from outside government.

“The objective was to weaken Jonathan and ultimately to get him out of power.

“It appears that the same group are now after Apostle Suleman for daring to challenge their friends in high places and for taking on those that they are using to commit mass murder, genocide and other hideous crimes.

The Omega Fire Ministry Worldwide has barred members from making further comments or statements on the alleged sexual relationship involving its overseer, Johnson Suleman.

In a statement issued by the Directorate of Media, the church said commentaries on the matter had overstayed their relevance and the members should no longer allow themselves be distracted by it.

“It has become imperative that we advise all Omega Children and Christians Worldwide to put an end to the ongoing media war that we have engaged in,” the church said in the statement seen by PREMIUM TIMES.

“Every wise person would know that this is not a battle of humans but one between the Kingdom of God and that of darkness.

“Therefore, nobody is permitted further to issue a statement or comment on the matter. All Facebook Live Videos on the issue should also stop forthwith. It is advised that we spend our time concentrating on more relevant issues that bothers on the Kingdom.

“We are well aware were all these are coming from and we will deal with it spiritually.”

The statement came just as a second lady, who identified herself as Queen Esther, came forward on Sunday to speak about an alleged sexual relationship with Mr. Suleman (popularly known as Apostle Suleman).

For the most of last week, Mr. Suleman and a Canada-based singer, Stephanie Otobo, traded accusations over allegations of sexual affair, forceful abortion of pregnancy, and breach of marriage promise.

Mr. Suleman had denied the allegations.

‘I’M TOUGH’

On Sunday, Mr. Suleman’s spokesperson, Phrank Shaibu, declined further comments on the matter.

But in several videos posted online by Celebration TV, the church’s television arm, Mr. Suleman told his congregation that those behind the allegations would be destroyed within 24 hours.

One of the videos was uploaded on You Tube on Saturday.

“God just told me something. And in 24 hours, marine will be disgraced publicly. Marine…I’m not just prophesying on you, I’m prophesying on myself. In 24 hours, the truth will be exposed,” Mr. Suleman told his church members amidst cheers.

“In 24 hours, the marine kingdom will be disappointed. Kingdom of the water and their representatives, that made themselves available tool will be disgraced. And they shall know that it’s the ‘I am that I am’ that sent me.

“We don’t fight with our mouth; we fight with our knees. We can’t do certain things and still carry the anointing that we carry, no we don’t do that nonsense.

“If I’m true or not true, real or not real, 24 hours. I’m tough mehn, I’m tough. You don’t see me preaching? Do I look shaky? Do I look worried? Get a better agent.

“If the devil wants people to start doubting you, he attacks your reputation. We know this. And they won’t stop. It’s the truth. One problem, because I said ‘don’t kill Christians.’ That’s all. There’s nothing else. You come out doing drama, acting movies. You should have at least… get somebody that people will believe, look for a presentable, not this..uhmmm. Come on! Come on! Haba!

“I’ve travelled round the world, I’ve seen all things, is it that thing? Ah! If I were to go to the market there are people that will sell pepper to me I won’t buy,” Mr. Suleman said in apparent response to Ms. Otobo.

In another video, he told his congregation not to expect the enemies to fold their hands during the fight because it’s not a physical battle.

“And the truth is, the people who were busy actually spreading it were Christians, were pastors trying to discredit some of you that believe in this Grace.

“Please, when you get back, ask them ‘how far?’ And please mark those people, they are not your friends. If they are in your Facebook, or your this thing, tell them you are deleting them.

“Because even some unbelievers knew that this is a set up. Before now, nowhere, scan me on the internet you can’t see one stain. Because by then I didn’t say ‘stop killing Christians.’ The only time I said ‘stop’ was why they said ‘Ok, we will come.’ But the church will always win.

“I’m not going to say anything until Sunday. And if I’m saying anything at all it’s not because of the person involved, it’s because of Christians. Because they know that our weakness is because we are not united. And that my stand in January united Christians, that is what they want to scatter.

“All over the world Christians were crying out. So they said ‘these people are these united? Who spearheaded it? Him. Ok, let’s face him.’

“There are things when Christians here, I’m sorry to say that even some members of these our church were having double minds. Please mark those members. If they are in departments, remove them, because those are demons. You see me every day and somebody can tell you certain things?”

Mr. Suleman also thanked his wife, who had risen in his support when reports of the alleged scandal broke last week.

“I refused. Everything about this, it’s Mama that’s been telling me, then some things some pastors will say ‘she said this.’ Reverend Fidelis called me one time and said this is on Sahara desert? Is it Sahara desert? I said don’t tell me, there are things I don’t want to get into my mind.

“Somebody tells you he wants a child, the next thing person gives you something to drink, to remove a child. They could have planned it well, the story is not,..they could have looked for a very good script writer.

“But my joy is, I will be alive to see the reward of the wicked. Please, the same way they were spreading it, when it’s uploaded spread it. Tell our media people let it go more than viral.”

Mr. Suleman’s statement asking his church members to “spread” his video appears to have come before the media directorate’s directive that “All Facebook Live Videos on the issue should also stop forthwith.”

The spokesperson’s refusal to make further comments on the matter made it difficult to further clarify the church’s stance.

Although he insisted it was his comments about the killings in Southern Kaduna that triggered the entire incident, Mr. Suleman said he would continue speaking out.

“Let me beg you, if you’re a pastor, understand, you are not fighting a physical fight,” he said.

“The three fights of Joseph, one was from his brothers. Two was for his reputation, his garment was with Potiphar’s wife, how can you deny it? Three was from government, Potiphar put him in prison.

“Every minister must go through these three phases: the brethren will fight you, your reputation will be targeted, then government will come after you. I’ve passed through the three.”

The General Overseer of Omega Fire Ministries, Apostle Johnson Suleman, has finally responded to the sexual allegations levelled against him by one Stephanie Otobo.

Canada-based Otobo has claimed that the pastor impregnated and abandoned her. She also said Suleman loves sex a lot and they had spent time together at hotels in Naples, New York and Lagos.

But Suleman, preaching at his church headquarters in Auchi, Edo State on Sunday, dismissed the stories as false and said the truth will be revealed within 24 hours.

He said: “God just told me something, ‘That in twenty-four hours Marine will be disgraced publicly. I’m not just prophesying on you, I’m prophesying on myself. In twenty-four hours the truth will be exposed. The Marine kingdoms will be disappointed. I’m saying something else and He (God) is telling me something else, He (God) just whispered that to me now. He (God) said in twenty-four hours, kingdom of the waters and their representatives that made themselves available tools will be disgraced, and they shall know that I AM THAT I AM has sent me.”

After Buhari spending 50 days in London, for undisclosed health-related reasons, President Muhamamdu Buhari, has on Sunday night, informed Nigerians that his resumption to duty would not be dramatic, as he plans to stop attending outdoor Presidential functions, until he fully recuperates.

Buhari, who spoke through his Senior Special Assistant to the President on Media, Garba Shehu, stated this during an interview on Sunday, in Abuja, on Arise Television News Network

“Let me first of all caution that he (Buhari) is not going to start in a dramatic way. He has been away from the country for nearly two months, so he needs to get into the temperature of the place.

“For instance, yesterday he went through the newspapers page by page, and he read everything that interested him.

“So he needs to get back to that place. The thing is that he’s basically human like all of us. He is coming out of an ailment, and like he himself had said, he needs to start gradually.

“Don’t expect the President to be given neck-breaking schedules or punishing schedules like from 8 a.m. to 10 p.m., or sometimes to 1 a.m. to 2 a.m.,” Garba submitted.

“The moment the letter goes to the National Assembly and he says I am back, he is back.

“This is not a President by his style of leadership, whose hands dictate every detail.

“People make the observation that perhaps Ministers under this government are the most powerful Ministers we have had in this Republic.

“He doesn’t call each month to say that a contract should go to Mr. A, B, or C, or that road should be channeled through this or that.”

Garba further elaborated on the role of the Vice President, adding that: “even before the President’s departure, the Vice President had a full plate”.

“He has again on record, been one of the busiest Vice Presidents in our country; the President has delegated so much to him,” Shehu explained.

On when Buhari would return to London for further medical treatment, Garba said though the actual date remained uncertain, the decision would solely “be determined by him (Buhari) and his own Doctors”.

“But he has given notice that he will need to go back, and that is normal,” he added.

Speaking on the propaganda and half-truths on the President’s illness, Garba said: “You don’t say what you don’t know, that is one.

“Two, matters of medical disclosure are extremely private. In the course of the process, Femi Adesina, got a long note from the Minister of Health, Prof. Isaac Adewole, describing what disclosure would mean in medical science.”

He added, that it was up to the patient to disclose what his ailment is, as even the Doctor cannot disclose it to anyone.

“Let me confirm to you that the President had no knowledge of the ailment, even before he left. He just went for a medical check-up,” Shehu stated.

The Central Bank of Nigeria won’t allow “faceless and criminally minded people to destroy the currency under the guise of a free float as is being canvassed,’’ Emefiele said in a speech on Saturday in Abuja, the capital, while accepting an award from a local newspaper. Independent estimates and “purchasing power parity analysis” by the regulator showed that the currency shouldn’t be so low on the unofficial market, which has been influenced by “criminal activities,” he said.

Speculation that Nigeria would allow the currency to drop became widespread after the Abuja-based central bank eased some capital controls last month and weakened the exchange rate which business travelers and those paying overseas medical and school bills can use to buy dollars. While the government abandoned the currency’s peg to the greenback last year, the naira’s official rate has been range bound between 305 and 317 per dollar since August.

The West African nation imposed tighter foreign-currency controls from late 2014 to protect the naira and reserves as oil prices plunged. Importers of 41 goods the government has deemed non-essential or that should be processed locally, including textiles and rice, have been barred from accessing the official foreign-exchange market, forcing them to buy dollars on the black market.

The naira fell to a record 520 per dollar in unofficial trading last month before strengthening to 463 last week. That’s still lower than the official rate, which has been around 315 since August. Forward contracts suggest the currency will probably depreciate. Six-month forwards rose 0.9 percent to 378 per dollar by 12:02 p.m. in Lagos.

Former Nigerian Attorney-General and Minister of Justice, Mohammed Bello Adoke has claimed innocence of any fraud in the controversial Malabu Oil Settlement Scandal, saying the transaction was approved by former presidents Olusegun Obasanjo, the late Umaru Yar"Adua and Goodluck Jonathan. Mr. Adoke, who said he was only an implementer of presidential approvals, made his claim of innocence in a letter to his successor, Attorney-General and Minister of Justice, Abubakar Malami (SAN),  the later dated March  6, Mr.

Mr. Adoke said he had sent the Attorney-General a detailed position paper on the transaction and also expressed willingness to provide additional explanations if required. But the former Attorney-General said having not received request for further explanation, he concluded that Mr. Malami and the Federal Government were satisfied with the steps taken to implement the Terms of Settlement and the resolution of the protracted ownership/operation dispute over the OPL 245.

Mr. Adoke said recent developments, particularly involving the EFCC are suggestive of lack of synergy between the commission and the Attorney-General"s office or a sinister plot to damage him.

"Recent actions of the Economic and Financial Crimes Commission (EFCC) to impugn the settlement which was done in the national interest, particularly their penchant to suppress facts relating to the transaction and the filing of criminal charges against me for conspiracy/ aiding the commission of money laundering offence and the latest allegations of bribe taking reveal very clearly that either your office and that of the EFCC are not working in harmony or that something sinister is going on," stated Mr. Adoke.

He argued that EFCC"s actions connote an attempt to impugn the transaction, which was scrutinised and approved by Obasanjo, Yar"Adua and Jonathan as well as three Attorneys-General.Mr. Adoke called on Mr. Malami to say if he had abused his office in the process leading to the final implementation of the Settlement.

"Nigerians need to know whether your predecessors in office from 2006 to May 2015 acted in the national interest when they brokered and implemented the Settlement. It will also be instructive for Nigerians to know whether your predecessors were carrying out their personal agenda or that their respective actions were carried out with the knowledge and approval of their respective principals," said Mr. Adoke.

He added that it is Mr. Malami"s duty to tell the public that the transaction started under Mr. Obasanjo, under  whose administration the Terms of Settlement were brokered. The executor of the terms, stated Mr. Adoke, was Mr. Bayo Ojo (SAN), who was the Attorney General. He performed this role before the tenure of Mr. Jonathan, who approved the final implementation of the Terms of Settlement. Mr. Adoke said he was similarly an executor of the resolution agreements, especially because the whole process and its implementation were domiciled with the Ministry of Justice.

"The actions of the EFCC in respect of the transaction are not in the national interest, but rather in furtherance of a plot to serve the interests of some powerful families and individuals who are aggrieved by my refusal to accede to their requests to compel Malabu to pay them certain sums from the proceeds of its divestment in OPL 245, and the subsequent re-allocation of the Bloc to Shell/ENI," Mr. Adoke told Mr. Malami.

The former Attorney-General added that he remains surprised that an agency like the EFCC is being used by people whose claim or shareholding in Malabu remains shady. "The pertinent questions that must be asked are: Why are these powerful families and individuals reluctant to litigate their dispute in the law courts if they are confident about their legal claims to the Shares of Malabu? Why are they intent on using state actors and institutions for their private benefits? Where were they when Malabu was negotiating with the Federal Government from 2006 to 2011, when the Settlement was finally implemented? Hon. Attorney General, you will be doing Nigerians a great favour by asking the EFCC, the Abacha family and other powerful individuals involved to answer these important questions," said Mr. Adoke.

The former Attorney-General then delved into the history of the saga, which he said the EFCC has routinely circumcised. "It will be recalled that the Terms of Settlement encapsulating details of the Settlement between the Federal Government of Nigeria and Malabu Oil & Gas Limited (Malabu) was executed on 30th November 2006. The Terms of Settlement, which was later reduced to a Consent Judgment of the Federal High Court, Abuja, was brokered by our predecessor in office, Chief Bayo Ojo (SAN)and signed on behalf of the Federal Government of by the then Honourable Minister of State for Petroleum Resources, Dr. Edmund Daukoru, during the administration of President Olusegun Obasanjo," recalled Mr. Adoke.

He explained that when he assumed office in April 2010, he inherited a Consent Judgment, which had been scrutinised by three presidents and Attorneys General. The situation, he claimed,restricted him to the implementation of the settlement,as the ownership of OPL 245 had already been resolved in favour of Malabu by the Terms of Settlement of  November 30 2006 and the Consent Judgment.of "I also inherited an ongoing Investor/State Arbitration at the International Centre for the Settlement of Investment Dispute (ICSID) in which SNUD had initiated arbitral proceedings against the Federal Government, claiming damages in excess of $2 billion for taking back OPL 245 re-awarded to them when Malabu’s title was initially revoked by the Federal Government. SNUD’s claims were also premised on the fact that they had substantially de-risked the bloc," he stated. Malabu, he added, was allocated OPL 245 in April, 1998 and appointed SNUD as its technical partner, with the two companies executing relevant agreements,including a Joint Operation Agreement in 2001. "Records indicate that SNUD took 40% participating interests in the venture in a farm-in agreement and also signed agreement with Malabu as its technical partner for the venture.Although Malabu was issued a license for Block 245 in April 2001, the same licence was subsequently revoked by the Federal Government on 2nd July, 2001. Exxon-Mobil and Shell were invited in April 2002 to bid for OPL 245 despite subsisting contractual agreements between Malabu and SNUD with respect to OPL 245," narrated Mr. Adoke.

This, he added, left Malabu dissatisfied. Malabu then argued that the circumstances leading to the revocation of its licence on Block 245 was opaque and in connivance with SNUD.

Malabu also argued that Federal Government"s decision to re-award OPL 245 to SNUD was fishy, a situation that made it petition the House of Representatives Committee on Petroleum to look into the matter.

"It is apposite to note that the House of Representatives Committee on Petroleum found no rational basis for the revocation and reprimanded Shell for its complicity. The Committee also directed the Federal Government to withdraw the re-award it made to Shell and return OPL 245 to Malabu, the original allotee of the bloc.  Malabu also instituted Suit No. FHC/ABJ/CS/420/2003 before the Federal High Court, Abuja to enforce its claim to OPL 245.Although, the suit was struck out, Malabu lodged Appeal No. CA/A/99M/2006 before the Court Appeal, Abuja, Division," Mr. Adoke further said. While the appeal was pending, he added, an amicable settlement was entered into between Malabu and the Federal Government and in compliance with the Terms of Settlement executed by the Parties on the 30 November, 2006, OPL 245 was fully and completely restored to Malabu in consideration for its withdrawal of the Appeal.

Dissatisfied, SNUD kicked off arbitral proceedings against the Federal Government’s decision to restore the bloc to Malabu at the International Centre for the Settlement of Investment Disputes,Washington DC. SNUD followed it up by making representations to government on the impending arbitration. "It is instructive to note that SNUD’s claim before ICSID was in excess of $ 2 billion. It also commenced a suit against the Government before the Federal High Court, Abuja. Although several meetings were held between the Presidency, Ministry of Petroleum Resources, SNUD and Malabu, to resolve the dispute, no satisfactory outcome was achieved," claimed Mr. Adoke.

Further attempts at resolving the dispute, he said, were also unsuccessfully  made in 2007. This took the shape of a committee comprising the Minister of State, Petroleum Resources; the Attorney-General of the Federation and Minister of Justice, Minister of Energy, Group Managing Director, NNPC and Directorate of Petroleum Resources (DPR) This was under the late President Yar’Adua.

SNUD, said Mr. Adoke, had entered into a Production Sharing contract with the NNPC in 2003 upon which its claim to OPL 245 was anchored. The company had also paid $1million m out of the $210 million  signature bonus to the Federal Government, keeping the balance of $209 million in an Escrow Account with J.P. Morgan. The account was jointly managed by the Federal Government and SNUD pending the resolution of the dispute between Malabu and the Federal Government.

With the coming into office of President Jonathan in 2010, Malabu again, petitioned the Federal Government to implement the terms of the out-of-court settlement of 30 November, 2006, the reason for which it withdrew an appeal against the dismissal of its case by the Federal High Court, Abuja.

This, observed Mr. Adoke, made government take cognisance of the pending cases instituted by SNUD against it and/or Malabu. These included "Bilateral Investment Treaty (BIT) arbitration No. ARB/ 07/18, pending at the ICSID Arbitration, to enforce SNUD’s rights to exclusively operate Block 245 as Contractor on the basis of the 2003 PSC betweenNNPC and SNUD and the financial implications of defending these actions on the public purse and opted for amicable resolution of the dispute".

In order to satisfactorily resolve the claims and counter-claims,noted the former Attorney-General, the accent  was placed on the 30 November, 2006 Terms of Settlement, which had been reduced to orders of the court.

Similarly, to accommodate the various  interests, a Resolution Agreement dated 29 April, 2011 was executed. Under the agreement, the Federal Government agreed to resolve all the issues with Malabu in respect of Bloc 245 amicably and Malabu also agreed to settle and waive all claims to any interest in OPL 245.

"In furtherance of the Resolution Agreement, SNUD and ENI agreed to pay Malabu through the Federal Government, acting as an obligor, the sum of $ 1,092,040,000 billion in full and final settlement of any and all claims, interests or rights relating to or in connection with Bloc 245 and Malabu agreed to settle and waive any and all claims, interests or rights relating to or in connection with Block 245 and also consented to the re-allocation of Block 245 to Nigerian Agip Exploration Limited (NAE) and Shell Nigeria Exploration and Production  Company Limited (SNEPCO), stated Mr. Adoke.

He then argued that the role played by the Federal Government, its agencies and officials in the transaction was essentially that of facilitator of the resolution of a long standing dispute between Malabu and SNUD. He said he only carried out presidential approvals, thereby doing no wrong.

"I anxiously want to know where I went wrong that I have been singled out by the EFCC for prosecution. I also want to know the effect of Section 5 of the Constitution of the Federal Republic of Nigeria, 1999 as amended with respect to the vesting of all the Executive powers of the Federation in the President to exercise by himself and or through his Ministers and appointees.

"What is the effect of Section 5 of the Constitution on persons who act pursuant to lawful Presidential approvals? This is more so as two out of the three Presidents that had the opportunity to scrutinize this Settlement (Presidents Obasanjo and Jonathan) are alive. Have they disowned the Settlement? Has our predecessor in Office, Chief Bayo Ojo (SAN) distanced himself from the Settlement he brokered? Have the Ministers of Petroleum Resources and Finance at the time of implementation of the Settlement (Mrs Diezani Allison-Madueke, and Dr. Olusegun Aganga, respectively) disowned the Settlement or their signatures?" asked Adoke.
